Purpose of Role 
  
Reporting to the Project Director, the role is responsible for managing 80+ MW HFO fired  reciprocating engine Power Plant Area development activities for the Tasiast Project in Mauritania from Early Works program stage through  Project execution and up to and including the start-up and hand over to Operations.  Tactically, oversight includes EPC contract formation, bidding, evaluation and award to implement the engineering, procurement and construction of the power plant with a particular attention to the control of project cost, schedule adherence, quality and successful power plant start-up in the island power environment without the grid connection where power availability is critical to the overall 38 k CIL Plant start-up.  The Project Manager will support the Project Director in areas of budget, schedule, progress,  scope management, and oversight of the Owner’s Engineer (Hatch).   Strategically, the role requires the Project Manager to establish the required strategic relationships both within Kinross, Hatch EPCM team, EPC Contractor and third parties to ensure successful project execution. 
  
Key Areas of Responsibility & Duties 
·     Ensure EH&S corporate objectives are embodied in project design and development activities. 
·     Ensure that Power Plant is delivered on time, on schedule with the expected power output  and quality of installation
·     Ensure that EPC contract structure is well tailored to the complex power plant start-up in a remote environment. 
·     Ensure appropriate and qualified personnel are in place and organized in an efficient and effective manner to execute all project activities. 
·     Establishes the annual capital budgets for the project area are consistent with Kinross’ established financial guidelines and business planning process and project activities have been incorporated into the site’s strategic business plan. 
·     Work with the construction manager of the Tasiast Expansion Project to ensure safe and quality installation of all power plant equipment. 
·     Work with the construction manager and pre-commissioning manager to ensure correct tie-ins of the selected battery limits. 
·     Work with Regional and Operations management to collaboratively advance project by defining organizational structures and communications methods that meet Regional/Operations needs as well as overall corporate objectives. 
·     Work with Regional and Site management to ensure that the fuel/fuel management contracts are aligned with the contracts for the power plant.   
·     Work with Regional and operations management to assist in the negotiation of a 3 rd party “operate and maintain” contract  to run the power plant post performance test completion. 

Reporting and Communication 
Establish communications systems and procedures between project implementation personnel, site operations,  and senior management to ensure schedule and cost status are communicated in a timely, consistent and accurate manner.

Work Location 
·     During the Early Works project stage – Hatch Office in Oakville, Ontario 
·     During the engineering phase of the project  – Hatch Office in Oakville, Ontario as well as regular visits to the appointed contractors engineering offices and Tasiast 
·     During the project construction phase of the project  – on site in Tasiast 

Scope of Responsibility & Complexity 
·     Support completion of a project Early Works preparatory  activities 
·     Support permitting efforts 
·     Control scope, budget and schedule of works in his responsibility 
Minimum
Qualifications & Skill Requirements

·     Bachelor’s Degree in an engineering discipline
·     +15 years of related  multi-disciplinary industry experience in the areas of power plants, project management and project readiness preparation
·     Experience with EPC energy projects and/or commissioning of reciprocating engine power plants (preferred)
·     Previous similar experience in multi-billion dollar projects in third world countries with North African experience being  an asset
·     Language skills in English with French and Arabic a plus

Required
Technical Knowledge

·     Strong understanding of the project development process flow within the mineral and power industries.
·     Prior management experience with the third world country expat labour forces
Required Experience
·     Must have prior experience in management with multi-billion dollar projects both in the feasibility and execution phases (through to commissioning) 
·     Experience managing a large site with multiple religious and ethnic groups
