Purpose of Role
Reporting to the Project Director, the role is responsible for the full construction life cycle for the Mill Optimization at the Tasiast site in Mauritania from the set up activities prior to mobilization of the contractors to site through demobilization and close out. The work will include: replacement with upgrades to process equipment, modification or refurbishment to resolve operational concerns, expansion and upgrading of the site power generation and distribution system and construction of a new tailings storage facility. The preliminary execution strategy is based on EPCM execution model (EPCM Company to be named) with possibly some work related to the new tailings dam construction being performed directly by Kinross personnel using Kinross owned large capacity truck fleet. To advance the project quickly Kinross has decided to complete the Feasibility Study (“FS”) level project definition in parallel with starting detail engineering work. The Site and Construction Manager will support the Project Director in areas of overall Health, Safety and Environmental (HSE), construction progress and quality of work oversight while respecting budget and schedule project objectives. A large portion of the typical construction indirect activities are leveraged with the existing mine operations and/or regional functions. The Site Construction Manager will provide special focus and be responsible for direct interfacing and alignment with Kinross Operations and Regional Management in areas of security, local labour management (Industrial Relations), operations camp usage interface, transportation, people mobility and all other site non-construction matters. The candidate will need to work closely with the site General Manager and especially the site Process Plant Manager to co-ordinate with the on-going sustaining capital program and with scheduled down time to minimize the impact on mine production related to interconnections. Strategically, the role requires the Site Manager to establish the required relationships within Kinross Project Team, Kinross Operations, Kinross Regional Management, EPCM team, Site Contractors and third parties to ensure successful project execution on site. Key Areas of Responsibility & Duties • Ensure EH&S corporate objectives are embodied in project design and development activities. • Ensure that all support site indirect contracts and services are awarded in time to support project execution. • Ensure appropriate and qualified personnel are in place and organized in an efficient and effective manner to execute project. • Ensure a proper development and realistic assessment is done to project baselines which will be used to control the project (scope, capital costs, schedule) • Establish capital budgets for the area of responsibility and ensure that they are consistent with Kinross’ established financial guidelines and business planning process and project activities. • Ensure that appropriate systems are in place to control and accurately manage scope, quality, cost and schedule. • Work with Operations Management and Functional Heads to align on local labour management (Industrial Relations), operations camp usage interface, transportation, people mobility and all other site non-construction matters • Work with Regional and Operations Management to collaboratively manage the project indirects in an effective manner that benefits Kinross. • Work with Regional and Site Management to ensure that the operations supplied commodities (fuel, waste, water, power etc), resources and other services are aligned with the project needs. • Work with the EPCM Construction Manager and Kinross self-perform team for portions of tailings construction to ensure safe execution and quality workmanship. • Work with Operations Management to coordinate and schedule shutdowns, tile ins and general access as required by construction in the operating plant • Work with EPCM Construction Manager, Kinross self-perform team for portions of tailings construction and Pre-commissioning Manager to ensure the scope of work is executed in a timely and efficient manner and turned over to the Operations in a good working order. • Work with the regional Kinross Security team to ensure the project aligns itself with all Kinross regional security policies and procedures. • Hold monthly/weekly progress/feedback meetings in all areas of responsibility and provide input into the monthly project report. • Ensure forecasting to Regional management, operational management and project management for: manpower mobilization – demobilization, electrical loads, fuel, waste, security requirements, off site transportation, forecast are provided to Operations in a timely manner. • Lead the continuous development of a Safety and Sustainable Development culture so it becomes a driver of behaviors for the Project team (including contractors and consultants) • Manage to the baselines developed for the project and when obstacles occur promptly employ mitigation measures to minimize impacts Reporting and Communication • Establish communications systems and procedures between project implementation personnel, site operations, senior management, Kinross Operations and Kinross Regional Management to ensure site mobilization and demobilization as well as cost and progress status are communicated in a timely, consistent and accurate manner and the problem areas identified pro-actively to allow their timely resolution. Work Location • During the FS finalization, engineering and procurement project stage – EPCM - location to be determined with frequent visits to site for the general coordination work • During the project construction phase of the project – on site in Tasiast, Mauritania • During the project close out phase of the project – EPCM Office and/or Regional office in Las Palmas, Canary Island, Spain Scope of Responsibility & Complexity • Support completion of a project FS finalisation activities and corresponding Peer Review by November 31, 2015 • Support completion of a project engineering activities with site management and constructability related input • Responsible for construction phase in areas of responsibility • Support pre-commissioning phase in areas of responsibility • Responsible demobilization phase in areas of responsibility • Control scope, budget and schedule of works in his responsibility |

• +15 years of related multi-disciplinary experience in the areas of site management, security, transportation, people mobility and project readiness preparation • Brown field project experience • Previous similar experience in projects in third world countries with North African experience being an asset • Language skills in English, French and/or Arabic a plus Required Technical Knowledge • Prior Construction and Site management experience with the third world country labour forces preferably in Islamic cultural environment. Required Experience • Must have prior experience in site management both in the early works and execution phases (through to commissioning and demobilization) • Experience in managing a large site with multiple religious and ethnic groups #LI-JJ |
