The Kinross Corporate Head Office is located in downtown Toronto and supports Kinross operations and projects worldwide. Corporate functions include Finance, Procurement, Health & Safety, Human Resources, IT and Investor Relations.


Purpose of Role 
Reporting to the Project Director, the role is responsible for the planning, execution and management   of the construction of a new tailings impoundment facility at the Tasiast Mine in Mauritania and all related activities including necessary interconnections to the CIL plant, water systems and other utilities. The Project Manager Tailings will have responsibility for budget, schedule and quality with oversight of all functional areas required to deliver this project including detail engineering, procurement and construction management. The Feasibility Study (“FS”) level of engineering for this new facility has been completed by a Tailings Engineer (KCB) who will perform detail engineering services as well as be the engineer of the record for the construction phase. The implementation program is preliminary and needs to be finalised. In principle it will include an EPCM company (to be named) for the engineering of the interconnects/general EPCM services which will include sourcing and managing a number of third party contractors for the general earthworks, liner installation and other required tasks. To advance the project quickly Kinross has decided to complete the FS level project definition in parallel with starting detail engineering work. Strategically, the role requires Project Manager to establish the required strategic relationships both within Kinross Operations and Project teams, EPCM team, other Contractors and third parties to ensure successful project execution.
Tactically, in addition to general supervision of contractors, this role is responsible to lead optimization of the construction strategy, truck logistics and movement analysis, stockpile locations, crushing program, and potentially direct oversight of any self-performed work utilizing an existing truck fleet owned by Kinross. The Project Manager will be responsible and support the Project Director in areas of budget control, schedule adherence, progress measurement, quality assurance, interface management with mine operations and scope management which are necessary to successfully deliver the tailings facility start-up in time.  
 
Key Areas of Responsibility & Duties 
•    Ensure EH&S corporate objectives are embodied in project design and development activities.
•    Ensure that tailings facility is delivered on time, on schedule at a cost on or below budget 
•    Work with Regional and Operations management to collaboratively advance project by defining organizational structures and communications methods that meet Regional/Operations needs as well as overall corporate objectives.
•    Ensure appropriate and qualified personnel are in place and organized in an efficient and effective manner to execute project activities.
•    Ensure that final construction strategy is well tailored to the Kinross owned 785 Komatsu truck fleet usage and it is well integrated with the Mine Plan profile with is the source of the rock for construction. 
•    Develop an appropriately detailed project execution plan in advance of mobilization to site so that obstacles and uncertainties are identified and minimized in advance.  
•    Ensure a proper development and realistic assessment is done to project baselines which will be used to control the project (scope, capital costs, schedule) 
•    Establishes the annual capital budgets for the project area are consistent with Kinross’ established financial guidelines and business planning process and project activities have been incorporated into the site’s strategic business plan.
•    Ensure that appropriate systems are in place to control and accurately manage scope, quality, cost and schedule. 
•    Drive Tailings engineering company and EPCM performance through oversight, commercial and other means to generate value for the project
•    Collaborate with the mine department on material flows (sourcing and processing) necessary to construct the tailings pond cell in accordance with the plan.
•    Lead the continuous development of a Safety and Sustainable Development culture so it becomes a driver of behaviors for the Project team (including contractors and consultants)
•    Manage to the baselines developed for the project and when obstacles occur promptly employ mitigation measures to minimize impacts 
Reporting
•    Establish communications systems and procedures between project implementation personnel and senior management to ensure that schedule, cost status and any critical issues impacting the project objectives are communicated in a timely, consistent and accurate manner.
Work Location
•    During the FS finalization, engineering and procurement project stage – EPCM -  location to be determined and KCB Office – Sudbury, Ontario, Canada, with frequent visits to site for the general coordination work
•    During the project construction phase of the project  – on site in Tasiast, Mauritania
Scope of Responsibility & Complexity 
•    Support completion of a project FS finalization activities and corresponding Peer Review by November 31, 2015
•    Support permitting and environment compliance efforts
•    Control scope, budget and schedule of works in his responsibility

Bachelors Degree in an engineering or
construction discipline




·        +15 years of related industry experience in the
areas of large earthwork projects construction with proven track record of cost
and schedule project delivery. Previous large tailings facility construction
experience a plus.





·        
Previous similar experience in projects in third
world countries with North African experience being an asset




·        
Language skills in English with French and/or
Arabic a plus




Required Technical
Knowledge




·        
Strong understanding of the project development
process flow within the mineral industry.




·        
Prior management experience with the third world
country labour forces




Required Experience




·        
Must have prior experience in management of
large earthworks projects both in the feasibility and execution phases




·        
Experience managing a large site with multiple
religious and ethnic groups
