Based in Mauritania, Kinross Tasiast is set to become one of the great gold finds of our generation. It is the first mine in a highly prospective greenstone belt, located within an extensive gold system that is largely underexplored.

Purpose of Role:
Under the Tasiast Human Resources
Manager and In partnership with the site senior leadership team, leads team
responsible to deliver to the operations the people required by the workforce
plan in time, quantity and with the necessary competency set to ensure that
Tasiast will be successful in meeting within budget, its planned production
schedule. Leads the formulation and deployment of short to long term plans for
talent management, including talent acquisition, talent training & development,
succession planning as well as a Mauritanisation strategy complying with
legislation, ensuring alignment within the organization’s overall strategy, and contributing
to continuous improvement of the business . This position reports to the Tasiast Human Resources Manager and
receives general supervision by Tasiast General Manager, the senior team
leaders as well as functional guidance from the Regional VP HR.

Key Areas of
Responsibilities and Duties:  

Develop and implement business practices and policies within area of
responsibility that align with the organization’s overall strategy:
- Oversees the implementation
of Human resources and support systems management processes, policies, systems
and practices
- Acts
as a change agent and project sponsor for key initiatives; models
organizational values, sets the cultural tone and prioritizes business
goals 
Integrate
and merge the Training Services within the HR department in order to
become a Talent & Development Management Services.  

Support  and guide the delivery of the national
recruitment strategy that allows the organization to meet its current and
future hiring needs in Mauritania through:
- Recruitment
needs analysis from the workforce build up plan and ensuring that the plan
is kept current with changes
The deployment
of a rigorous, transparent, culturally adapted but business oriented
sourcing and selection process to attract and select from all possible
sources 
The
identification of the best sourcing strategies: Internal database,
internal sourcing, external recruitment via press, radio, Internet,
agencies, direct contact.  

Support
and guide the design and implementation of the strategies and action plans
required for an effective management of the Tasiast national talent pool: 
- Provide guidance
to the following processes: succession planning; development plans for
successors and high potential nationals and Mauritanisation plan including
recruitment activities related to the Mauritanisation plan. 
Ensure that
legal and social obligations and commitments are met in matters of
Mauritanisation of positions and development activities for key roles
successors  

Directly manage and guide the team accountable for the
design and deployment of a disciplined training process for mining, plant
operations, maintenance and administrative functions for the current Tasiast
operations and Tasiast expansion project in order to meet growing training
needs as well as startup and operation requirements of expanded facilities: 
- Ensures that Operations
management training needs are well assessed and met with appropriate
training solutions that are culturally adequate and aligned with the
requirements of a safe and efficient facilities start up and ongoing
operations
Accountable for a training budget of more than US$ 25M 
Partner with EPCM contractor
to transition local nationals employees in specific trades from
construction to operations
Overview the construction and
management of the Tasiast Training Centre in Tasiast 
Manage partnerships with
training suppliers (local and overseas) as well as with the Mauritanian
Department of Education and national and foreign education institutions  
 
Provide
leadership to a group of HR and Services leaders and professionals and oversee
other contractor staff: 
- Build the
capabilities of the team to enhance the organization’s ability to achieve the
financial and operating strategy; hires appropriately, leverages the talents of
the group, and takes corrective action where necessary 
Contribute to a seamless overall HR service from a
day to day operation activities.

 

  Education: Master degree in Human Resources Management,
Business Administration, Psychology or other related area of expertise; A
combination of Bachelor’s degree with in-depth experience should be considered.
Additional specialized training and HR certifications are desirable

Experience:  - 10 – 15 years of related
work experience
- Experience with a major company in the natural resources industry, with deep skills and hands on
experience in several facets of Human Resources, especially the
transformational aspects of HRM
- Experience in designing, planning and implementing HR policies, procedures and systems for large organizations in
international locations
- Experience working in Training and Human Development field with exposure to Talent
Development strategies, leadership, management training; and technical training
- Experience obtained via various international assignments in developed and in developing countries in
general (particularly in an African French speaking one)  
- Demonstrated ability to gain the trust and credibility of senior management
- Experience within a major site in a remote location as well as able to manage from an HR
perspective a future and consequent expansion project phase (a plus)

- Strong verbal, written, analytical and persuasive skills and the ability to interact
effectively with all levels of employees and management
- Capability of building, leading and coaching a multi-cultural and diversified team
- Capable of working efficiently in a multicultural, multi-lingual environment
- Ability to work within a dynamic international management team under stress
- Team player
- Fluency in English and French languages is a must; Arabic desired but not required.
- Must have a good knowledge of mining industry 

Accountability: 
- Accountable for the performance and results of a team within own Area / Discipline
- Accountable to  elaborate a formal HR policies and procedures manual, train HR team on
procedures and policies and ensure full accountability and compliance

- Applies understanding how own team contributes to
the achievement of Area / Discipline objectives
- Requires  in-depth understanding of concepts, theories and principles in own discipline
and basic knowledge of other disciplines 

Leadership: 
- Manages team of  professional staff and /or managers and / or project teams
- Provides guidance  to employees, colleagues and/or key contacts
- Adapts and  executes department / function strategy priorities for Area / Discipline
- Establishes  budget for own Area / Discipline
- Forecasts resource needs  
- Work in a multicultural and multidisciplinary  environment

- Makes performance  and delivery decisions guided by department business plans that impact the
support of projects, services and/or technologies
