The Kinross Corporate Head Office is located in downtown Toronto and supports Kinross operations and projects worldwide. Corporate functions include Finance, Procurement, Health & Safety, Human Resources, IT and Investor Relations.

Purpose of Role 
 
Reporting to the Project Director, the role is responsible for preparation and managing all construction site related activities for the Tasiast Project in Mauritania from Early Works program stage through project execution and up to and including project demobilization.  The Site Manager will support the Project Director in areas of overall HSE oversight, construction progress (construction management is executed by Hatch EPCM team),  quality, security, local labour management (Industrial Relations and local labour content management), camp management, transportation, security, people mobility and all other site non-construction matters.  Due the fact that Tasiast Expansion is a “brown field” type project, large portion of the typical construction indirect activities are leveraged with the existing mine operations and/or regional functions. The Site Manager will provide special focus and be responsible for direct interfacing and alignment with Kinross Operations and Regional Management in those areas of activities and will ensure that they operate smoothly to support the main construction work on site. Strategically, the role requires the Site Manager to establish the required relationships within Kinross Project Team, Kinross Operations, Kinross Regional Management, Hatch EPCM team, Site Contractors and third parties to ensure successful project execution on site. 

Key Areas of Responsibility & Duties 
•    Ensure EH&S corporate objectives are embodied during the project engineering phase and adhered to in execution phase.
•    Ensure that all support site indirect contracts and services are awarded in time to support project execution.
•    Ensure appropriate and qualified personnel are in place and organized in an efficient and effective manner to execute project.
•    Establish capital budgets for the area of responsibility and ensure that they are consistent with Kinross’ established financial guidelines and business planning process and project activities. 
•    Work with the EPCM Construction Manager of the Tasiast Expansion Project to ensure safe execution and quality workmanship.
•    Work with EPCM Construction Manager and Pre-commissioning Manager to ensure the scope of work is executed in a timely and efficient manner and turned over to the Operations in a good working order.
•    Work with the regional Kinross Security team to ensure the project aligns itself with all Kinross regional security policies and procedures.
•    Hold monthly/weekly progress/feedback meetings in all areas of responsibility and provide input into the monthly project report.
•    Work with Regional and Operations Management to collaboratively manage the project indirects in an effective manner that benefits Kinross.
•    Work with Regional and Site Management to ensure that the operations supplied commodities (fuel, waste, water, power etc), resources and other services are aligned with the project needs.
•    Ensure forecasting to Regional management, operational management and project management for:  manpower mobilization – demobilization, electrical loads, fuel, waste, security requirements, off site transportation , forecast are provided to Operations in a timely manner.

Reporting and Communication
Establish communications systems and procedures between project implementation personnel, site operations, senior management, Kinross Operations and Kinross Regional Management to ensure site mobilization and demobilization as well as cost and progress status are communicated in a timely, consistent and accurate manner and the problem areas identified pro-actively to allow their timely resolution.

Work Location
•    During the engineering phase of the project – Hatch Office in Oakville, Ontario as well as regular visits to Tasiast.
•    During the project construction phase of the project  – on site in Tasiast
•    During the project demobilization phase of the project  – on site in Tasiast
•    During the project close out phase of the project  – Hatch Office in Oakville, Ontario
 
Scope of Responsibility & Complexity 
•    Support completion of a project engineering  activities with site management and constructability related input
•    Responsible for  construction phase in areas of responsibility
•    Support pre-commissioning phase in areas of responsibility
•    Responsible demobilization phase in areas of responsibility
•    Control scope, budget and schedule of works in his responsibility 
Minimum Qualifications & Skill Requirements

•    +15 years of related  multi-disciplinary experience in the areas of site management, security, transportation, people mobility  and project readiness preparation 
•    Previous similar experience in multi-billion dollar projects in third world countries with North African experience being  an asset 
•    Prior experience with modularised and pre-cast type construction a plus
•    Language skills in English, French and  Arabic a plus
Required Technical Knowledge
•    Prior Construction and Site management experience with the third world country expat labour forces preferably in Islamic cultural environment.
Required Experience
•    Must have prior experience in site management with multi-billion dollar projects both in the early works and execution phases (through to commissioning and demobilization)
•    Experience in managing a large site with multiple religious and ethnic groups
